Man wanted in Quay County for skipping court arrested

Otis Risper III was arrested without incident by the Tucumcari Police Department on Tuesday in the 1400 block of South 4th Street. Risper III was wanted on an active warrant failure to appear for possession of marijuana, failure to appear for tampering with evidence and failure to appear for resisting, evading or obstructing an officer.
