Twenty-year-old Christian Gonzalez-Martinez faces multiple charges including manslaughter and aggravated assault. A woman driving a sedan was killed and her passenger injured in Friday's wreck.

AUSTIN, Texas (AP) - Vietnam veterans are gathering to break ground for a monument at the state Capitol. The ceremony takes place this morning. Organizers say private donors have contributed $1.3 million for the bronze monument that will feature a sculpture of infantry figures. More than 3,400 Texans died in the Vietnam War.

The board is considering putting the association into receivership at today's meeting.

AUSTIN, Texas (AP) - House lawmakers are set to discuss a proposed constitutional amendment clearly defining the boundaries of public beaches. The amendment by Representative Harold Dutton comes with a companion public beaches bill, which would become impervious to court challenges should the amendment be added to the Texas Constitution. The Land and Resource Management Committee will discuss both items tomorrow.
