Former Region 16 employee arrested for possession with intent to promote child porn

A man was arrested Thursday on a charge of possession with intent to promote child pornography.

Neal Edmond Brown, 45, was employed by Region 16 at the time of the arrest.

According to the Amarillo Police Department, detectives received a tip from the National Center for Missing and Exploited Children on material they believed to be child pornography on Yahoo Messenger.

Investigators were able to link two computers to Brown, one at Region 16 and one at a house in Canyon. Officers arrested Brown on June 22 and he was booked into Randall County Jail.

According to Region 16, Brown is no longer employed by Region 16.

On June 22, local and federal law enforcement executed a search warrant at the Region 16 Education Service Center (ESC) on the Bell Street Campus according to Region 16. Officials indicated that a Region 16 employee may have used ESC equipment and Internet network to access and/or provide child pornography to others.

The ESC is not aware of any other employees implicated in the investigation at this time but says they cooperated fully with law enforcement officials during the investigation and will continue to do so in the future.

"Region 16 ESC is dedicated to the health, safety, and education of all children in Texas, and especially those children in West Texas and the Panhandle," Region 16 Executive Director Ray Cogburn said in a news release. "Consequently, the ESC will continue to assist law enforcement in its pursuit of justice in this case. Moreover, ESC is taking proactive steps to ensure that its internal network security cannot be circumvented in the future with inappropriate and/or illegal content. Further inquiries regarding this matter may be directed to the public affairs department of local and federal law enforcement agencies."

Brown spent two nights in Randall County jail and was released on bail, according to Sgt. Danny Alexander from the Randall County Sheriff’s Office.
